EL CENTRO – Attorney Wayne K. Strumpfer has joined the Imperial Irrigation District as the new general counsel, according to a press release.

Strumpfer, originally from Sacramento, began working in the district on October 4. He succeeds retired lawyer Frank A. Oswalt, III, who has served as IID’s General Counsel since 2016.

By a unanimous vote of the Board of Trustees, Strumpfer entered into a three-year contract to serve under the direction of the IID Board of Trustees and the CEO. He will plan, organize, coordinate and control the operations, activities and functions of the legal department of the IID.

Strumpfer has extensive experience in representing public entities. He most recently served as legal counsel to charter school boards and administration throughout the state, specializing in Brown’s Law, conflict of interest, governance and the public records law of the ‘State.

He also has 20 years of experience with the State of California, as Chief Counsel to the State Auditor, Executive Director of the Fair Political Practices Commission, and Acting Commissioner and Deputy of the California Department of Corporations. , among other notable posts.

“We welcome Mr. Strumpfer and his extensive experience in leading our legal affairs,” said Managing Director Henry Martinez. “His expertise will bode well for IID as we work to move the district forward while continuing to protect our energy balancing authority and Imperial Valley water rights.

A graduate of Cal State Sacramento, Strumpfer received a JD from the University of the Pacific, McGeorge School of Law.

In June 2016, Oswalt was appointed Acting General Counsel, succeeding Ross Simmons, and appointed to the permanent position in August. He has announced his intention to retire in early 2021.
